prmagt shows incorrect values for cpuPercentGot through SNMP
Previously, an internal design issue prevented prmagt from displaying non-zero values for
cpuPercentGot in some cases. This issue has been addressed, and prmagt is now displaying
the data as expected.

Rapidly loading configurations causes processes to be overlooked
Previously, rapidly loading configurations that add and remove groups could cause the
application manager to lose track of some processes governed by user records. This issue has
been addressed.
This fix address CR # JAGaf77727.
Secure compartments cannot be mapped to 0-sized PSETs
Previously, PRM would not allow secure compartments to be mapped to PSETs that have no
CPUs. PRM now allows this behavior.
