PPUTK fix: utilitydc may activate CPUs when not useful
In previous releases, utilitydc could activate a CPU to help meet a failing SLO that has
already received its maximum CPU allocation. The failing SLO would not be able to take
advantage of the additional CPU resources.
Release A.01.06 fixes this issue.
