WLM configurations cannot be activated when there is less than 100
Mbytes of available memory
Issue
When you have WLM controlling memory, it gives each workload group 1%
of the memory when a configuration is activated and then adjusts the
percentage for workload groups with active SLOs based on settings in the
configuration.
However, WLM requires that the initial 1% of memory represent at least 1
Mbyte. On systems with less than 100 Mbytes of available memory, that 1%
is less than 1 Mbyte. As a result, WLM cannot activate the configuration in
this case.
Workaround
Increase the system’s memory or decrease the minimum dynamic buffer
cache using the kernel parameter dbc_min_pct.

and for either HP9000 servers or HP Integrity servers running HP-UX 11i V2.0 (B.11.23):

Disk and memory requirements
This version of WLM requires:
• 16 Mbytes of disk space in /opt/wlm/
• disk space in /opt/prm/:
122 Mbytes on HP-UX 11i V1.0 (B.11.11) (PRM includes Java)
8 Mbytes on HP-UX 11i V2.0 (B.11.23) (Java is default-installed by the Base OS)
• 5 Mbytes of memory (Also, your system must have at least 100 Mbytes of available
memory for WLM to properly manage the workloads’ memory usage.)
