The limit of 2048 volume groups is shared among Version 2.x volume groups. Volume groups of Versions 2.x can be
created with volume group numbers ranging from 0-2047. However, the maximum number of Version 2.0 volume groups
that can be created is 512.

For volume group Version 2.2 or higher, the total number of logical volumes includes normal logical volumes as well as
snapshot logical volumes.
