Description: Cannot read <file_name>.
Severity: Critical
Help Text: Probable Cause:
1. A file could not be opened or it could not be found.
2. Permissions may be incorrect or a directory may be corrupt.
Suggested Action:
1. Run the WebLogic SPI configuration utility from the
Application Bank. Verify that you have specified the correct
information for the WebLogic servers on the managed node on
which the error occurred.
2. Verify that the permissions are correct for the ITO user to
read this file.
