Description: <file_name>isempty.
Severity: Critical
Help Text: Probable Cause:
The specified file is empty. If it is a log file, no entries have
ever been logged to it, or the entries have been cleaned out. If it
is a property file, then it is not properly configured.
Suggested Action:
If the file is a configuration file, run the WebLogic SPI
configuration utility from the Application Bank.
