What is the difference?
 PRM is entitlement-based in its management of CPU, memory and I/O resources
 WLM utilizes pre-defined policies and goals to facilitate the dynamic allocation of resources
based on conditions such as time of day, application responsiveness, business priorities, etc.
 WLM can work across partitions on the same machine, and can dynamically re-allocate
resources between these partitions
