Swverify shows that patch PHNE_23289 is incompatible after an update from 11.0 to 11i.

Explanation:
1. Upon update from 11.00 to 11i, PHSS_20444 Core patch gets
removed and Core DCE component of 11i gets updated as
expected, but DCE-Server component since not provided through
update does not get updated. Hence PHSS_20446 which patches DCE-
Server component remains as such and provides the necessary
functionality, but also gives out swverify errors as it is
