Disables the portswap feature.

Description
Use this command to disable the portswap feature. The portSwap command cannot be used after this
feature is disabled.
The enabled state of the portswap feature is persistent across reboots and power cycles.
NOTE: Enabling or disabling the portswap feature does not effect previously performed portswap
operations.
