ipfilter behavior varies depending on IPFC configuration
Condition:
This is a general issue, not on a specific switch, and can be reproduced by the following steps:
1. Set the ipfilter.
2. Try to login from another ip address that is not allowed via telnet, ssh, and http.
3. Hit errdump.

Condition:
No special condition is required: When EE monitor counters(TX/RX) are cleared on a port, 1 in top
value of EE monitor counters(Tx/Rx) are not cleared. There is no functional impact.
