Quorum Server (QS) is not supported as a package to run in any clusters on Linux other than in Serviceguard for linux (SGLX) clusters.

Requirements for Quorum Server Virtual Machine support: The Virtual Machine must be configured to ensure at least 1 physical CPU core is dedicated to the VM, at least 1 GB of physical memory is dedicated to the VM, In addition, it is recommended that no other application is
running in the same VM.
