HP recommends that two clusters running quorum server packages do
not provide quorum services for each other. For example if qspkgA
running on cluster1 is providing quorum services for cluster2, qspkgB
running on cluster2 should not provide quorum services for cluster1.
This recommendation is a guideline, not an absolute rule.
