The schema or object owner can grant to (or revoke from) the services ID any privilege that could
be granted to (or revoked from) another user.

1 For both DROP SCHEMA RESTRICT and CASCADE, if the schema is empty, the operation will complete if requested
by the services ID. If objects exist, the operation fails.
2 If the schema owner grants the DML privilege to the services ID, the services ID can perform this operation. This is
true for DELETE, INSERT, LOCK, SELECT, UNLOCK, and UPDATE.
