data is set to No, Metrocluster software will not allow
the application to start if the data is not current. You
have to either manually bring the data to current or force
the package to start on a node with non-current data.
If Allow Package Startup with Non-current data is set
to Yes, Metrocluster software will allow the application
to start as long as the data is consistent; even though,
it may not be current.
