Central Management Server Configuration Guide
Appendix B: Insight Remote Support Advanced Troubleshooting Steps
DESTA Service Will Not Start
Windows may sometimes hold on to a TCP port which prevents the Desta_Service from starting. To
check if this has occurred, look in the
<InstallDir>/svctools/specific/desta/logs/DestaService.log file and check for the
following error message:
Error: basesocket.ServerSetup bind failed (10048)
DestaCom::runListener ServerSetup failed
DestaJVM.StartJava (process) failed to start listener
If this error is present, the only way to resolve the issue is to reboot the system.
Events Not Received By HP
There is a problem identified where certain events will not be transmitted successfully to HP. This is seen
where a CMS is configured with a non-English locale setting and monitoring devices where binary event
analysis is used. This problem is not seen when using any English locale or where devices use SNMP and
WBEM analysis. Customers experiencing this problem may observe that some of their events are stuck in
a Submitted state while others process normally. Those are the events that are not sent successfully to
HP.
To check if you are affected complete the following:
For a Windows 2003 CMS:
1. On the CMS, open the Services control panel.
2. Find the DESTA_Service Service.
3. Right click on DESTA_Service and select Properties.
4. Under the Log On tab, determine the Log on as: account, then log off the CMS.
5. Log back on to the CMS using the DESTA_Service’s Log on as: account determined in the previous
step.
Note: If Log on as: has Local System account selected, log onto the CMS using the local
Administrator.
6. Navigate to Start → Control Panel → Regional and Language Options.
7. Under the Regional Options tab, verify that the language in the Standards and formats field is set
to a non-English value.
8. Verify that the country/region value in the Location field is set to a non-United States location.
9. On the Advanced tab, verify that the language value in the Language for non-Unicode programs
field is set to a non-English value.
If any of steps 7, 8 or 9 above is verified, you are affected.
