The internal version identifier of the release of
SNAplus2 that was used to create this file.
hdr.revision_level
The revision level of the file (stored internally by
SNAplus2).
hdr.comment
An optional comment string containing information
about the file. This is an ASCII string of 0-99
characters, followed by a null character.

primary and secondary return codes that are common to all NOF verbs.
