What is the problem? EMS persistence requests are lost when the EMS startup script is

manually used to start and stop EMS (/sbin/init.d/ems start and /sbin/init.d/ems

stop).

What is the workaround? Do not use the EMS startup script to start and stop the Event

Monitoring Service on the system.
