logic will first apply the concurrency and consistency rules to allow access to the
disk set.
If you configure fence level DATA for the device/copy group and set the FenceLevel
object to DATA, the AutoRecover object will change XP Cluster Extension's behavior.
XP Cluster Extension will attempt to re-establish the PAIR state and wait for the PAIR
state before it allows access to the disk. If the resynchronization or takeover process
fails, XP Cluster Extension returns a global error.
