The Analog Values that are commandable contain the priority array and relinquish default
properties. All Analog Values that are not commandable become writable when the out of ser-
vice property is set to true.
The Binary Values that are commandable contain the priority array and relinquish default prop-
erties. All Binary Values that are not commandable become writable when out of service prop-
erty is set to true.
