Insert wooden dowel (H) into the lower staircase drawer step (13) as shown below.

Lift the upper staircase drawer step (14) onto the lower staircase drawer step (13) as shown below
and fit the wooden dowel into the holes in the bottom of the upper staircase drawer step (14).
