POST fails on startup (example, flash is corrupt). So in Hardware the LED should be
RED by default until the software is running which can then turn it green. Normally
the ONT should also do a self-test on power-up. If Self-test fails the LED should
remain RED
During operations the ONT fails (Device Malfunction): On regular intervals the ONT
should run a self-test and if it fails the LED should turn RED.
