GOVERNOR
If you’d rather not worry too much about the year-to-year operations of a par-
ticular base, you can put the Base Governor in charge, making it his responsi-
bility to assign citizens to work and determine which squares to develop and
what projects to undertake. If you don’t like a decision that is made, you can
always overrule it.
To activate the governor, L any of the five buttons at the top of the Base Control
Screen. On lower difficulty levels, the governor is always active as the default.
The governor’s priorities are set depending on which of the five options you
select. (Once the governor is on, L on the active priority to turn the governor off.)
Default. The governor pursues a strategy mixing growth and defense con-
cerns. This is the automatic priority at difficulty levels where the governor
defaults to “on.” To activate the governor with default priorities, L on the
GOVERNOR button until only that button is lit.
EXPLORE. The base devotes itself primarily to producing units to explore new ter-
rain. New colonization (colony pods) and population growth are also priorities.
DISCOVER. The governor maximizes Labs output, seeking to optimize the
speed of discovery of new technologies. It also emphasizes Secret Projects
and probe teams for intelligence gathering.
BUILD
. The base disregards most external concerns, concentrating on its own
growth, terraforming, and the creation of new facilities.
CONQUER. The base goes on a war footing, producing primarily military units
and facilities with specifically military applications (perimeter defense, com-
mand center).
