You can place your workers by hand (see Assigning Citizens to Work, p. 71),
or the base governor assigns citizens as he sees fit (see Governor, p. 69).
CITIZENS
The human citizens of your bases represent a resource even more vital than
energy, minerals or nutrients. While the base governor can handle much of the
day-to-day work of citizen allocation, ultimately it is up to you to assign your
citizens for the greater good of the faction. Note that each “citizen” represents
a thousand or more humans. There are four classes of citizens on Planet:
Workers, Talents, Drones and Specialists.
Workers are the salt-of-the-Planet, skilled workforce that keeps things
running along smoothly.
Talents are the cream that rises to the top of your society, your pool
of highly skilled professionals. Talents are created by facilities, Secret
Projects, certain specialists, and energy allocated to Psych (each two
energy units allocated results in one additional worker becoming a tal-
ent; see Energy Allocation, p. 117).
Drones are the unskilled, unsuitable and disgruntled among your peo-
ple. They’re lazy troublemakers, and they all carry weapons. Drones
have a profound effect upon social order inside a base. See Drone
Riots, p. 63.
