*This is a special case of Magnanimous, encountered when the faction is hope-
lessly overmatched.
Mood is based on several factors, including how honest you’ve been with that
faction in the past, whether you’ve ever committed an atrocity against the fac-
tion, and how powerful you are in relation to that faction—faction leaders get
touchy and defensive when someone else is far stronger than they are. Small
factions often ally together to oppose very strong factions, even if the stronger
faction has behaved honorably.
Once you are in communication with a faction, your relationship settles into
one of four categories:
VENDETTA
A state of war exists. Each faction is under no obligation whatsoever to respect
the other’s territory, and you can attack one another’s units and bases with
impunity. Any loan payments are suspended.
TRUCE
A state of “watchful peace.” While the truce is in effect, the other faction may
not honorably attack your units, but may move his units into your territory
(you may attempt to threaten or cajole him into withdrawing). Loan payments
are made on schedule.
TREATY
A state of peace and cooperation. Both factions are expected to keep military
units out of the other’s territory (or at least remove them promptly when
asked). The bases of two factions with a treaty conduct commerce with one
another (see Commerce, facing page).
PACT OF BROTHERHOOD
A full diplomatic alliance. Both sides share their world maps, can access the
other’s report readouts (see HQ Menu, p. 110), and may move freely through
one another’s territory (zones of control do not apply between pact brothers).
