ATROCITIES
Atrocities are crimes against humanity. They always draw a radical response
from the other faction leaders, ranging from trade sanctions to a war of exter-
mination against your faction. But, if a majority of the Planetary Council votes
to repeal the U.N. Charter (see Planetary Council, p. 132), then these actions
no longer count as atrocities.
Atrocities include:
Planet Buster. Any use of the base-destroying planet buster missile. This
will cause swift and harsh reaction from all factions.
Nerve Gas. Activating the nerve gas pods special ability in combat.
Genetic Warfare. Probe teams (see Probe Teams, p. 133) can conduct
genetic warfare against a base’s population.
Obliteration. Wiping out one of your own bases is considered an atrocity.
Wiping out a base you just conquered calls for a much more severe penal-
ty than wiping out a base you built yourself.
Nerve Stapling. This is one of the lesser atrocities, evoking less outrage
from the other factions since it is committed only against your own citizens.
However, if you commit this act against a conquered base, it is treated much
more seriously. You can nerve staple the entire population of a base, a
process that eliminates both drones and talents, making Drone riots (see
Drone Riots, p. 63) impossible for a length of 10 turns.
