TTHHEE IIMMPPEERRIIAALL HHIIGGHHWWAAYY
is your provinces link to lands beyond the extent
of the Empire. One possible development of the Provincial level is to build an
Imperial Highway between the Capital City and the Imperial Highway Junction.
The Imperial Junction square, located somewhere at the edge of the province, is
symbolic of your Provinces connection to distant areas by land and/or sea travel.
In some cases, it will appear on the coast of an island instead of the edge of the
map; this doesnt effect its benefits in any way.
To build a section of Imperial Highway, press and hold the left mouse button,
and drag the pointer along the path you want the highway to go. If you are sat-
isfied with the job you did, then release the button to confirm the action; other-
wise, press the right mouse button while still holding down the left, and the road
will disappear.
Imperial highways can intersect each other (though this shouldnt be needed),
cross Provincial Roads, and form gates to go through Great Walls. They will
bend or form intersections to connect to the capital city and the Imperial highway
junction. Building a section of Imperial highway costs from 60 Denarii to 240
Denarii, depending on the terrain.
FFOORRTTSS
are your method of defending the province from barbarians. A Fort is
the headquarters of a cohort, which is the basic grouping of men in the Roman
army. Building a fort creates a building for soldiers to live in, and declares that a
new Cohort be formed to operate there. The fluttering red flag that appears
above the fort is the symbol of the Cohort, which you may command with the
Cohort Commands (see below) to patrol the province or intercept hostile bar-
barians. You begin each province with one Cohort: the Prima Cohors.
Note that creating a Cohort does not mean that you have created more soldiers.
The Cohort is just a method of organization; adding a second cohort to your
army (you start with one) just splits your forces in half. To increase the number
of soldiers in your army, use the commands available to the Military Advisor or
the Tribune of the Plebs  see the chapter titled The Forum for details.
You can have no more than ten Forts (including the Prima Cohors). Building a
Fort costs 500 Denarii.

GGRREEAATT WWAALLLLSS
are a potent line of passive defense against the barbarian
hordes. They can stretch across the countryside to provide your city with a near-
impregnable barrier. They are also extremely expensive; however, it is preferable
to stop the barbarians at this level, rather than risk letting them destroy city prop-
erty at City level.

has also been progressing on the city level, even though you werent watching it.
GGOO TTOO FFOORRUUMM
displays the Forum and its seven advisors; here administrative
decisions are made and the welfare of the province is surveyed. See the chapter
entitled The Forum for more information.
CCLLEEAARR AARREEAA
works in the same way as it does on the City level  it clears
foliage and removes structures that you no longer want standing. Its most com-
mon uses here are to correct mistakes in building walls or roads, and to destroy a
fort (thus disbanding its Cohort). It costs from 15 Denarii to 60 Denarii to clear
an area on the provincial level, depending on the existing terrain.
BUILDING COMMANDS
Fewer things can be built on the Provincial level, and those that can are similar to
structures found at the city level. However, most structures like provincial roads
and Great Walls cost much more than they do in the city, because of the immense
distances that they must traverse. Also, since terrain features at this level are
much more massive and obstructive than on City level, you will need to pay more
for building on different kinds of terrain. The structures available at this level fol-
low:

are vital to the good of the province. Connecting your
capital city to the small towns in the province allows trade to begin; this (along
with a supply of sellable goods from businesses) lets the towns grow and thus
increases your Empire rating. However, this rating is decreased if your roads
arent straight enough. Provincial Roads are vulnerable to attack from Barbarians;
you should try to keep them well-defended.
To build a section of Provincial road, press and hold the left mouse button, and
drag the pointer along the path you want the road to go. If you are satisfied
with the job you did, then release the button to confirm the action; otherwise,
press the right mouse button while still holding down the left, and the road will
disappear.
Provincial roads can intersect each other, cross Imperial Highways, and form gates
to go through Great Walls. They will bend or form intersections to connect to an
adjacent town or city. They should not be connected between two towns; each
town must be connected to the capital city. Building a section of provincial road
costs from 30 Denarii to 120 Denarii, depending on the terrain.
