CONSTRUCTION
This toolbar contains icons for controlling three vital aspects of your city: ameni-
ties, businesses and entertainment. The icons for each of these three areas are
listed below:
AMENITIES
Amenities are buildings that fulfill an important role in raising the quality of life
for your people. They boost the value of housing located near them, and help
raise your citys rating on Culture. (For more information on this and other rat-
ings, see The Forum.) The following four structures are Amenities:
TTEEMMPPLLEESS
are places of worship, considered vital to the well-being of your citi-
zens. The number of temples you build should be in accordance with the size of
the population the more people live there, the more temples should be avail-
able to accommodate them. Temples are religious sights and will thus effect your
Culture rating. Temples also keep your citizens calm, and help to quiet unrest
in the city. They also raise land values somewhat.
Temples act like houses under the right conditions, they will evolve from small
huts to grand marble shrines. The factors that affect the evolution of temples are
population and the land value at their locations. A higher grade of temple will
raise land values and help prevent unrest over a greater distance. Building a tem-
ple costs 20 Denarii.

As a temple evolves, it will sometimes grow outwards as well as upwards. An expanding
temple may take over other temples of equal or lower grades, or empty space.
HHOOSSPPIITTAALLSS
are another amenity; by providing medical care, they encourage the
development of nearby housing, and raise land values. Building a hospital costs
60 Denarii.
SSCCHHOOOOLLSS
are valued for their educational benefits; by educating your citizens,
they raise land values and encourage the development of nearby housing.
Building a school costs 60 Denarii.
OORRAACCLLEESS
are similar to Temples in their effects they raise the Culture rating
and land values, and help to quiet unrest. They do not grow as temples do, but
they do effect a greater area than temples. Building an Oracle costs 200 Denarii.
rounding a prefecture, and the potential for unrest is lowered over a slightly small-
er area. Prefectures raise land values slightly; however, administrative buildings are
unpopular with your citizens, and will also limit land values to a maximum over a
small area. Building a prefecture costs 25 Denarii.
BBAARRRRAACCKKSS
are small, local militia bases, which hold a few soldiers each.
Barracks put out soldiers who will intercept any barbarians and rioters they
encounter. Note that these soldiers act automatically and need not be controlled
by you. Barracks also act as a calming influence on the area surrounding them,
and will lower the potential for unrest among nearby citizens. Land values are
raised slightly by barracks; however, your citizens dislike living near a military post,
and land values will be limited to a maximum in the area surrounding them.
Building a Barracks costs 80 Denarii.
TTHHEE FFOORRUUMM
is one of the most important buildings you will erect. This large
open square, surrounded by public buildings, is an administrative center, major
meeting place and social center for the populace all in one.
Forums have many benefits. The area around a Forum is considered to be under
firm administrative control; taxes will be automatically collected from nearby
houses and workshops. Also, having road access to the Forum is of vital impor-
tance to the development of housing. Finally, forums have a positive effect on
nearby land values, which limit how much housing, baths and temples can devel-
op. Note: Unlike prefectures, a forum does not help to prevent unrest; you
should turn to other sources (prefectures, barracks, temples, oracles) to handle
that.
Note that while your first forum should be the center of each new city, more than
one fora (the plural of forum) may be built to handle its expansion.
There are eight types of forum, which increase in size and cost. The more expen-
sive a forum is, the greater its administrative reach will be and the greater its effect
on land value. The costs of the eight styles of forum are: Aventine 60
Denarii; Caelian 100 Denarii; Esquiline 140 Denarii; Janiculan 200
Denarii; Regia 250 Denarii; Pincian 300 Denarii; Palatine 350
Denarii; and Romanum 500 Denarii.

The left-most icon on this toolbar (the one with an arrow
facing left on it) closes this toolbar and returns you to the main City level toolbar.
If you prefer, you can also left-click anywhere above the toolbar, while in com-
mand mode, to do the same thing.
