The 3 cam lock holes staying closer with 2 track guide holes on one end of the left(#3) and right (#6) side panels should be placed face down.

F x 15 Connect No.15,No.21 and No.16 with No.11 and No.21 using screw(F) as shown. 21 A x 15 Fix knob(M) to No.
15 Attach board 9 to board 15 ,16 and 21, add cam lock(C) and turn clockwise to tighten as shown.
