ConsiderationsforRescuefromaPermitRequiredConfinedSpace
GeneralRescueRequirements
Theequipmentspecifiedinthismanualisdesignedtoworkaspartofasystemtohelpfacilitatenonentryrescueandentryrescuefromconfined
spaces.
Confinedspacesvaryinsize,shape,configurationandhazard,andtheequipment/device(s)detailedinthismanualmaynotbesuitableforuse
duringsomepermitrequiredconfinedspac
eentries.Hazardssuchasentanglement,electricarc,engulfment,andgeneralliftobstructionsmay
interferewithsaferescueandcausegreaterharmtotheentrant.
Allconfinedspaceentriesshouldbeplannedwheneverpossibleinsuchamannerthatanyforeseeablehazardismitigatedandnonentryrescue
canbefacilitated.
Inthecasethatnonentryrescueisnotfeasiblearescueplanmustbeinplacethatprovidesrescuerswithknowledgeaboutthespecificconfined
spacehazardstheymayencounterduringarescue,trainingonappropriaterescuemethodsfortheconfinedspacetheywillbeenteringandthe
correctequipmentandPPEtoperformtheentryrescue.PleasereferenceOSHAcodeCFR1926.1211forfurtherdetailsonemployer
responsibilitiesinpreparingforbothentryandnonentryrescue.
SystemConfigurationsforNonEntryRescueMethods
Whenenteringapermitrequiredconfinedspacenonentryrescueisrequiredunlessretrievalequipmentwouldincreasetheoverallriskofentryor
wouldnotcontributetotherescueoftheworker.Mechanicaldevicesmustbeavailabletoretrievepersonnelfromverticaltypepermitspaces
morethan5feetdeep.Whenusingmechanicaldevicesfornonentryrescue,considerationmustbegiventothemeansofentry/egress,the
mitigationoffallhazardsandthemethodofemergencyretrieval.
1. SingleLineWinchOnlyEntry/EgressUsingLadder
Whenasinglemechanicaldeviceisusedfornonentryrescueintoaconfinedspaceitservesonlyasbackup
totheworker’sprimaryentry/egress
method.Inmostcasestheprimarymeansofentry/egressintoaverticalconfinedspaceisaladder.
Whenusingonlyawinchasthebackuptotheentrant’sprimarymeansofentryandegress,theattendantshouldtakecaretokeepthewinchline
tauttoavoidanypotentialoverloadduetoafalleventonthewinchline.Thewinchisnotafallarrestdeviceandmustnotbesubjectedtofall
forces.Thewinchisforemergencyretrievalonly.SeeFigure1.
2. SingleLineSRLROnlyEntry/Egressusingladder
Whenasinglemechanicaldeviceisusedfornonentryrescueintoaconfinedspaceitservesonlyasbackuptotheworker’sprimaryentry/egress
method.Inmostcasestheprimarymeansofentry/egressintoaverticalconfinedspaceisaladder.
WhenusinganSRLRonlyasabackuptotheworker’sprimarymeansofentryandegressthedevicecablewillpayfreel
yinandoutofthehousing
astheentrantmovesintothe verticalconfinedspace.IntheeventtheentrantfallstheSRLRwillarrestthefallandreducefallforcesappliedto
thebody.Theattendantmaythenengagethebackupemergencyretrievalwinchtoraisetheentrantoutoftheconfinedspace.Theemergency
retrievalwinchisnottobeusedforordinaryentry/egressinandoutoftheconfinedspace.SeeFigure2.
3. DualLineWinchandSRL/Alternate PFAS‐
Entry/EgressUsingLadder
Whenaconfinedspacehasanexistingladderbuttheattendantisunabletomaintainatautwinchlineastheentrantdescendsandascendsfrom
theconfinedspace,itispossibletousearegularSRDorFallArrestorConnectorSubsystem(FACSS)toprovideprotectionfromimpactingand
overloadingthewinchduringafallevent.
InthiscasethePFASprovidesfallprotectionastheworkerfreelymovesvertically,andthewinchprovidesbackupastheemergencyretrieval
devicefromtheconfinedspace.SeeFigure3.
4. DualLineWinchandSRLREntry/EgressUsingaWinch
Whennoalternatemethodofentry/e
gress(suchasaladder)existstheconfinedspaceentrantwillbesuspended,raisedandloweredwiththe
winchlineattachedtoashoulderyokeorsternalDRingofaFullBodyHarness.AnSRLRisthenattachedtothedorsalDringoftheFullBody
Harnesstoprovidefallarrestandemerge
ncyretrieval.Suspendedworkersarerequiredtohaveabackupsystemtotheirprimarymeansof
entry/egressthatwilllimitfallforcestothebodyandprovideemergencyretrievalintheeventofawinchmalfunction.SeeFigure4.
