With this call, the conditions when the ExtDiag bit is set can be read.
CF ExtDiag is set by ConfigError ≡ 1

CS ExtDiag is set, if LCS is not empty
FD Diagnosis will be updated only if this is dictated by the PROFIBUS norm.
Diagnosis date are not up to date when in doubt.
