state and other state.
52.3.9 FN Offset
FN (Frame Number) Offset must be equal for all TSs within a TRX.
Configuration of FN Offset on one TS will also reconfigure all
previously configured TSs on that TRX, provided that no TS within the
TRX is enabled.
