Returns a handle to a memory that can only be used as a parameter
to acc_readmem.
acc_handle_mem_by_fullaname
Synopsis: Returns a handle to be used as a parameter to acc_readmem only
Syntax: acc_handle_mem_by_fullname (fullMemInstName)

Returns: handle Handle to the instance
