procedure invoking the change

1 = Device 0 commission failed, no available position

4 = Device 0 removed logically from meter
8192 = Device 1 is commissioned
8193 = Device 1 commissioned failed, no available
position
8194 = Device 1 commission failed, lost
communication
8196 = Device 1 removed logically from meter
16384 = Device 2 is commissioned
16385 = Device 2 commission failed, no available
position
16386 = Device 2 commission failed, lost
