Inbound VoIP Rule #3:
An optional Catch All rule.
This rule does not correspond to any required CPID manipulation. It is a catch all rule that is
invoked if all the previous rules fail. This rule is optional but if you do not use a catch all rule, any
inbound VoIP calls that do not match a rule are dropped.
