The details of these categories and the specific sub-event (noted as valid values)

When the fabric detects one of these events, or is notified (by one of its peers
about the same), it broadcasts that information to all connected devices (hosts
and target ports that support and have registered for SCM) for a given zone.
The link integrity and delivery notifications are stateless. The congestion and peer
congestion notifications are stateful.

congestion statistics counters. For example:
