Where ROUTE_HBA is the net device on which the connection was offloaded
based on route information, and USER_CHOSEN_HBA is the Host Bus Adapter to
which the target node is bound (using iSCSI transport name)
Target Cannot Be Reached on Any of the C-NIC Devices
