Description This attribute defines characteristics of the processor device. This attribute is a bit field
where a bit has the meaning defined below when set to 1 (one).
NOTE: Bits 2-15 need to be examined in the context of bit 1. If bit 1 is set, the
processor characteristics are unknown and bits 2-15 cannot be used to determine if
the functions associated with the bits are supported.
