Message License Manager database lock timeout has been exceeded.

Description
The License Manager sets a maximum time period that its database may be locked.
If that timeout exceeds, it releases the lock conditions and reports the error. The
user must assume that the Lifecycle Controller backup or restore operation failed
and should repeat the operation.

Repeat the backup or restore operation.
