Detailed
Description
This error can occur when: 1) Platform table has invalid value for default license
feature set and permissible license upgrade path. In this case, the system sets the
default licensed feature set to Basic Management and does not restrict the license
upgrade path. 2) License Manager fails to load due to lack of system resources.
