onwithoutpbm Directs the BIOS to bypass the preboot
measurements.
Example:

enabled Enables and activates the TPM feature.
disabled Disables and deactivates the TPM feature.
nochange Does not alter the operational state of the TPM
feature.

tpmsecurity is set to off.
