Issue 3: Default polling interval is very frequent for some non-critical events and cannot be changed
Description: Earlier, the default polling intervals for all events were set to 23 seconds and they cannot be
changed. A .ini file(dcsbdy32.ini or dcsbdy64.ini) is added to enable users to change the polling intervals
based on their requirements. The file is located at win32(winx64)\instrumentation\data\omsa\ini directory.
The number shown in this .ini file is the multiple of 23 seconds.
