Reduce the amount of time FTOS takes to detect aged entries and station moves.

FTOS takes 4 to 5 seconds to detect aged entries and station moves because the MAC address table
scanning routine runs every 5000 ms by default. To achieve faster detection, reduce the scanning
interval.

Ensure that ARP refreshes the egress interface when a station move occurs due to a topology change.
