The server-generated key is used for SSHv1 key-exchange.
ip ssh password-authentication

Enable password authentication for the SSH server.
Syntax
ip ssh password-authentication enable
To disable password-authentication, use the no ip ssh password-authentication enable.

With password authentication enabled, users can authenticate using local, RADIUS, or TACACS+
password fallback order as configured.
