When the number of turns cannot be detected even when output voltage to the fan is maximum

 Fan motor lock
 Disconnected or faulty wiring between fan motor and P.C.B.
Troubleshooting
Caution
Be sure to turn off the power switch before connecting or disconnecting
the connector or parts could be damaged.
Connect the wiring and turn on
again.
Fix the wiring and turn on again.
