High-Time Record
A record with bit 30 = 1 and bit 31 = 0 indicates that the higher part of the time has changed,
and that a new high-part of the photon time has to be used starting from the previously re-
corded photon, see Table 5. In other words, both parts, TIME[53:24] of this and TIME[23:0]
of the previous record, have to be used as a time tag.
