For best results, the selection should be path-based. If the selection is
pixel-based, from the menu bar choose Select  Transform Selection to
convert it to a path-based selection.

Corel Painter lets you resize, rotate, flip, or skew an individual shape, or a group of
shapes. Before you can work with a shape, you must select it.
