<rate> Decimal value representing the current (negotiated or
renegotiated) DTE-modem rate:
0, 300, 1200, 2400, 4800, 9600, 19200, 38400, 57600,
115200, or 230400
<rx_rate> Optional decimal value reporting the RXD rate, if it is
different from the TXD rate:
0, 300, 1200, 2400, 4800, 9600, 19200, 38400, 57600,
115200, or 230400
