Web publishing requirements
To publish databases using Instant Web Publishing you need:

OS-based computer running FileMaker Pro or FileMaker Server Advanced,
enabled for Instant Web Publishing
Note
Instant Web Publishing is not supported in the basic FileMaker Server product.
