Remove an announcement file.

Usage Guidelines You use this command to remove an announcement file. Before attempting to remove an announcement
file, first deactivate the file; otherwise, removal fails. To view file ID numbers, use the lsannfiles
command.
Examples The first command deactivates file 25, and the next command removes the file.
rmannfile 25
