During the lifetime of Registered HNB, multiple RESTART requests can be received by HNB-GW. HNB-GW
forwards these registration requests to the CBC. RESTART Indication may be triggered from the CBC by a
RESET request also. This allows recovering from situations where a PDU may occasionally be lost.
FAILURE
Following figure and text points describe the FAILURE call procedure:

Before initiating Deregistration request towards HNB-GW, HNB sends FAILURE indication towards
HNB-GW to indicate broadcast related failure/unavailability in this SA. In certain cases, like HNB power
failure or abrupt shutdown, HNB might not send the failure. In such cases, HNB-GW tracks HNB failures
and sends FAILURE to CBC on behalf of HNB.

If SA received in FAILURE is different from the SA in RESTART then Failure is dropped at HNB-GW.
Appropriate Error log and Debug stats is updated in this case.

While sending the FAILURE towards the CBC, If TCP connection with CBC is not established, HNB-GW
makes an attempt to initiate the TCP connection with CBC.

After Receiving the FAILURE for the HNB, HNB-GW forwards it to the CBC. Any SABP message
received from CBC after this FAILURE is responded back with the FAILURE for this HNB/SA.

HNB-GW drops any FAILURE and ERROR indication message received from HNB after the Failure.
